On main page i push this button and get http://www.nanoav.ru/index.php?lang=en allmost fully (99.9%) in english..
Why not so for you?

Zero3K, we translate all site content, but sometimes we haven't enough time to do it on that day, so we translate it a bit later. As the main part of our users are from Russia, the priority is to publish news or articles in Russian and then translate them to English as soon as we can. Anyway we try to localize new articles and news just in time to publish them with a translation.
p.s. above mentioned news is translated already.
